According to the Announcement of the Ministry of Commerce and 5 Other Departments on Matters Related to the Export of Used Cars (Announcement No. 6 of 2024 of the Ministry of Commerce, Ministry of Industry and Information Technology, Ministry of Public Security, Ministry of Transport, and General Administration of Customs), we hereby notify you of the following matters related to the declaration and review work of used car export enterprises:

1、 Carefully organize the application process

The competent commerce departments of each district and county (autonomous county) should do a good job in studying, researching, and promoting the content of the Announcement, and guide eligible enterprises in their jurisdiction to; Unified Business Platform of the Ministry of Commerce; Apply on the enterprise side. Promptly remind enterprises that have been approved to engage in second-hand car export business to reapply in accordance with the requirements of the Announcement.

2、 Proactively provide good service

（1） To assist enterprises in their application and export license application, we have sorted out the workflow and guidelines related to website registration and enterprise application. Please refer to the attached document for specific details.

（2） Each district and county commerce department should effectively assume the responsibility of enterprise territorial management services, strengthen communication and coordination with departments such as economy, information technology, public security, transportation, customs, and taxation, establish a service guarantee mechanism for second-hand car export enterprises in the area, ensure the orderly connection of transfer registration, maintenance testing, vehicle clearance, export tax refund, cancellation registration, and other links related to second-hand car export, and create convenient conditions for second-hand car export.

（3） Timely understand the business situation of the enterprise, do a good job in the trial and follow-up work of the first order of second-hand car export for newly qualified enterprises in the area, and timely report new situations and problems that arise in the export business, helping the enterprise coordinate and solve them.

（4） The commercial authorities of each district and county should actively organize and carry out economic and trade promotion activities. If conditions permit, districts and counties can introduce support policies based on their actual situation to promote the export of second-hand cars.

3、 Building export brands

Guide enterprises to abide by laws and regulations, operate with integrity, strengthen industry self-discipline, regulate competitive behavior, and maintain export order. Encourage enterprises to establish an overseas spare parts supply and after-sales service system corresponding to the export brand and quantity through self built after-sales service networks, cooperation with high-quality overseas dealers and after-sales channels, and training for overseas after-sales maintenance personnel, and focus on cultivating the international competitiveness of used cars with quality, brand, and service as the core.

4、 Strengthen industry self-discipline

Second hand car export enterprises are responsible for quality traceability and should strictly fulfill their obligations such as product testing and truthful disclosure of vehicle information. It is strictly prohibited to export vehicles that are explicitly prohibited from export in the Announcement of the Ministry of Commerce and other five departments on Matters related to Second hand Car Export. Export vehicles should comply with the Quality Requirements for Second Hand Passenger Vehicle Export (WM/T 8-2022) or the Quality Requirements for Second hand Commercial Vehicle and Trailer Export (WM/T 9-2022). If the export target country has access standards, the export enterprise should also declare compliance with local standards. Second hand car export enterprises should complete the cancellation of exported vehicles within 2 months after completing the customs clearance procedures for second-hand car exports.
